I heard this explained by an American commentator - I think a retired diplomat - as a misspeak. She demonstrated that, in Trump's accent, friendly "Oman" sounds similar to "Yemen" stuffed full of nasty Houthis. I her opinion the mostly likely explanation is that a confused old man got confused, was too vain to admit his mistake so doubled down.

That's an interesting explanation. Or perhaps he just thinks everyone in the Middle East is an enemy apart from Israel and Saudi Arabia, who knows? He's long thought that political asylum meant that the people in question were from actual asylums. And there's been a lot of deterioration since then.
