Trouble is, given the speed at which NCA investigations progress, he'll probably have moved to the US.

From where he can be extradited if necessary. Trump and co won't be there to protect him forever. And even if extradition fails he'll never set foot in this country again, which is something of a win.

It seems that should he lose, the investigation can resume if it is decided to be "... appropriate and proportionate to resume" (per The Guardian at https://www.theguardian.com/politics/20 ... -reform-uk)

That surprised me, to be honest; I thought it'd just be dropped. Clearly, I was wrong.

No. It should resume as soon as Frogface is elected back to parliament.
If you mean is the Standards committee investigation negated by NCA involvement, I'm not quite sure. Can't see why it would be, though clearly it would need to get in line behind the NCA.
