I think we're conflating 2 distinct things.
First, there's Nowak. Yes, the police fucked up. Their primary concern should have been to check his wounds and stabilise him, and then to work out if he needed arresting or not. Face it, when you're strapped to a stretcher, you're not running off anywhere. That's a disciplinary/training issue. Ideas about a "Henry's law" are redundant - what we need is a review of how existing law is applied.
Second, the treatment of the killer in custody. He was treated as any suspect should have been treated. He was later treated as anyone convicted of murder should be treated. But they're two separate events involving different people.
Finally, bans on knives are unworkable. While I think a machete isn't a pre-requisite for the weekly trip to Asda, I'm aware that a lot of people - trades in particular - need a blade on them to do their jobs. And if you think a box cutter or Stanley knife can't do some damage, then I've got a magic sword to sell you. It's been suggested before, it's been dissected before.
