Sadly there are loads of these people in Congress now. Mullin is probably top for this sort of bonehead stuff,
This chap used to be in congress, but is now Governor of Montana.

He does remind me of my mate who seems to have one of those hats surgically attached to his head - in probably the thirty years I've known him, I've never seen him without one. He claims it helps with his migraines by keeping the light away from his eyes.
