Or, as the more rational of us think: "it's fucking pathetic".

I still remain concerned about Digital ID, given how shit successive Governments have been with IT projects (and I've already had my personal data stolen on more than one occasion too thanks to shit IT security elsewhere) - but each child born will get an NHS number at birth and if/when they reach sixteen, a NI number. So this is just a natural starting place for Digital ID.

Or is it the "red book" they're worried about, because vAcCiNeS?

Someone says it's in the NHS 10 Year Plan. I know that not many people read these documents, but that's a definition of secret I've never heard before. And indeed a definition of "Exclusive" new to me.
