I’ve been trying to understand this - where does the money in this fund come from? Why can’t it be spent on other stuff? What’s it for ?

I’ve just read the government’s own description of what it is, (see link) and being something of a thicko, I’m still not absolutely certain I fully understand it. It seems to be in essence a means of attracting private investment capital to the UK.

Can anybody explain it in simple terms suitable for an eejit to understand ?

Sounds like the point is that it brings together existing institutions- the National Infrastructure Bank was set up by Sunak, and the British Business Bank by Osborne. Per wiki, the Infrastructure Bank had £12bn and could guarantee (and hopefully not use) another £10bn. I don't know if this £7.3bn is extra to that.

People talk about "Treasury Brain" or whatever, so I guess all this is intended to put responsibility for it on to something which is more likely to lend it.
