Once again, the responsible adult in No 10 has made an announcement without ensuring the logistics are in place to handle the demand he's created.

I suspect he keeps seeing headlines about Omicron's purported "increased transmissibility, decreased severity" and thinking that he jolly well doesn't have to do a jot. Which makes his "stringent measures" all the more careless and ill thought out even if that does become true of Omicron.
When did we first start hearing about this variant of concern? Last week of November? Admittedly not a great deal of preparation time but
something could have been managed by now. It looks like we're on a course for another cancelled Christmas.
