And they're just the ones we hear about. That the partners or exes of abusive officers usually know better than to report them to their colleagues has been an established fact for a long time.

She is pretty much parroting Rupert Low, the spittle flecked racist who frequents flat-roofed pubs in Great Yarmouth which forsake a sea view for a meat raffle.

Wasn't Rupert Lowe investigated for bullying members of his staff in his parliamentary office. Presumably he doesn't consider bullying staff members as being violent towards women.
