You have used the verb 'to think' in a context in which it may be inapplicable.

According to the rowers when they finally reached land their were hundreds of people/vigilantes waiting for them with torches. This could have lead to a serious public order incident. Presumably if that had occurred Rupert would have denied any responsibility.
