I take it Gove's point is that Reform has embraced the tried and tested formula of welding social conservatism with left leaning economics. As used by parties across the spectrum for over a century on every continent. Except they haven't yet.

There may be good reasons that hasn't happened yet-(private) infrastructure investment is going pretty well, and the cost might go up if they thought the Government was nationalizing when it didn't have to. If there were no other option then that probably wouldn't be a problem, hence the Reeves "market based solution" talk, which may not be as "deluded" as some people are making out. The process that allows for nationalisation has started, and as with Railtrack in 2001, it's ruled out till it isn't.
