I did read what one such group was going to have instead of prisons. Put simply, it was "Get everyone to be nicer."

Reminds me of the days when "defund the police" was a thing. Lots of that was sensible about funding social services more, but there was a side to it that wasn't. One proposal was along the lines of 'gang war? you don't need cops! pay some self-appointed group to persuade the gangs not to fight!"
